Make it a nature stop
The waterfall is an outdoor stop outside Tallinn. Give yourself time to approach on foot and enjoy the river view rather than planning it as an indoor attraction or a guaranteed frozen-water spectacle.
Winter conditions
Wear footwear suited to slippery paths and use established viewing areas. Ice formations depend on the weather; do not plan to walk beneath hanging ice or onto the river.
